BPL Sahayata Abhiyan in Gujarat: A Movement for Justice and Welfare
Jawahar Chavda initiated the BPL Sahayata Abhiyan in Gujarat in response to systematic injustice that denied thousands of daily wage earners, widows, elderly individuals, and marginalized families access to government welfare schemes. The government had been gradually removing names from the Below Poverty Line (BPL) list, making those affected ineligible for critical support in areas such as housing, widow assistance, healthcare, education, employment, and financial aid. As a result, many deserving individuals were left without any assistance, leading to widespread frustration and economic distress.

Exposing Bureaucratic Inefficiencies
The issue was deeply rooted in bureaucratic inefficiencies and exclusionary policies. Those who needed land plots, widow pensions, health benefits, or other assistance were denied help simply because their names were no longer on the BPL list. The process of rectifying this was complicated and exploitative. For example:
A widow visiting the Manavadar office for financial aid would be told that her name was missing from the BPL list.
To apply for inclusion, she would need to fill out complex forms, which middlemen and lawyers exploited, charging anywhere from ₹100 to ₹500 just for assistance.
Even after completing the process, there was no guarantee of approval, leaving people helpless and frustrated.
Despite repeated requests, the government never introduced a clear and transparent policy to streamline the inclusion process, leaving many deserving individuals without support.
Jawahar Chavda’s Intervention
Jawahar Chavda recognized this deliberate suppression of rights and decided to take direct action. Just as he had fought for farmers in the Dark Zone Movement, he now turned his attention to daily wage earners and underprivileged communities, ensuring their rightful inclusion in the welfare system.
BPL Sahayata Abhiyan: A Movement for Justice
Understanding the gravity of the situation, Jawahar Chavda formally launched the BPL Sahayata Abhiyan in Gujarat in May 2012. His movement aimed to:

Ensure rightful inclusion of deserving individuals in the BPL list.

Provide free assistance in form submission, avoiding middlemen and corruption.

Educate people about their rights and government schemes.

Pressure the government to acknowledge and act on the issue.
To execute the movement, he set up awareness camps across Somnath, Junagadh, and Porbandar, distruts covering 18 Tehsils.
Instead of waiting for government action, Jawahar Chavda took the initiative to personally help people fill out BPL application forms, other Different Aids and ensured they were submitted to the authorities without any financial burden.


Efforts and Challenges

Awareness Camps: In every all 18 block district, temporary offices were set up for 10-12 days, where people could fill out forms for free.

Mass Participation: Over 1.5 lakh forms were collected along with necessary documents such as caste certificates, widow certificates, and income proofs.

Government Resistance: The government viewed this initiative as a threat and attempted to stop it. A Cabinet minister even stated that a private NGO should not be allowed to process government forms and ordered a halt to the process.

Legal Battle: To counteract government suppression, Jawahar Chavda filed a PIL (Public Interest Litigation) in the Gujarat High Court, presenting trucks (2014) full of evidence, including stacks of documents standing nearly two feet high.
Victory in Court & Impact
The High Court ruled in favor of the people, instructing the government to process all 1.5 lakh applications within 90 days. As a direct result, 70,000 to 75,000 individuals in Junagadh and Somnath were added to the BPL list, making them eligible for government assistance. This became one of the largest and most successful BPL Sahayata Abhiyan campaigns in Gujarat.
The Government’s Response – Seva Setu Yojana
Realizing the strength of Jawahar Chavda’s movement, the government rebranded the BPL Sahayata Abhiyan in Gujarat as the Seva Setu Yojana, a scheme still operational today. This was a clear acknowledgment that his initiative had exposed serious flaws in the system and forced the government to take action.

Empowering Families: Tens of thousands of marginalized families were able to access essential government benefits through the BPL Sahayata Abhiyan in Gujarat.
